Thanks to Bruce Chandler for telling me about this fairly flat route, which circumnavigates the Tortolita Mountains. Caution is needed on Highway 79, which has only a narrow shoulder and fast traffic. There are gas stations at I-10 Marana Rd exit (West of the freeway), with no more services until Catalina.
