The way points of this bicycle route:
We'll choose this intersection as the start point.
Make a left across Mt Hermon to Conference Drive. Conference Dr is not a through road, but bikes can go through.
Ride or walk your bike around the road block. The pavement ends after a few hundred feet and the trail becomes very sandy, so you may need to carry or walk your bike for a few yards. Still, this shortcut is way preferable to Mt Hermon Road to get to Felton if you want to minimize distance.
When you pick up paved road again you're on the private road for the Mount Hermon community.
Turn left on Roaring Camp Road. It's dowhill to Graham Hill Rd.
Turn right to the Roaring Camp Railroad parking lot entrance.
There's a sign saying no entry, but bicyclists may continue to the employee parking lot.
There's a fence to your left. Look for the opening and go through it for access to Henry Cowell State Park.
There's a bike rack here near the water fountains. Restroom is north of the store. Visitor center is south of the store in the Redwood walking trail loop (no bikes permitted on this loop). The store has tourist goodies and some junk food. Roaring Camp RR has hamburgers and other similar snacks.

This bike route minimizes distance and elevation gain while also minimizing the use of roads with narrow shoulders. This is a route that even children can take to Henry Cowell from Scotts Valley. http://www.cyclelicio.us/
