This station is 1hr from Ikebukuro on the Seibu Ikebukuro Line. There are express trains. You can only take dissembled bikes on trains and in a bag.
This is a smallish city but it has all the services you need. Its 1.2hrs from Tobu Tojo Line, Tokyo on the Seibu Ikebukuro Rail line.

This is a semi-rural route along an Outer Tokyo ring road. Its not scenic but allows you the opportunity to ride without the disruption by urban traffic. There are plenty of shops and vending machines along the route.
