Having tested this route out, I wouldn't recommend following all of it. 1) Nevada St in Manchester is a swamp, so just stick to Beach Drive. 2) the stretches on Highway 16 & Highway 3 are OK--there are bike escape routes for the parts that would be bad, and a usable shoulder all the way--but no fun. It would be better to take the foot ferry from Port Orchard, but: 3) that ferry only runs Mon-Sat.
